not as district. >> dog owners beware. fatally tox ck -- fatally toxic blue green algae. that's what the signs should say. >> reporter: larger signs should go up any day now. >> seems like it took a long time for the park district to get the word out. >> nobody knew we were going to be in the middle of january with no rain and warm temperatures. >> reporter: the district said it didn't want to alarm people. dogs and people aren't supposed to go in the lake anyway. >> over the weekend we had park staff and boats going around the lake to warn them, please keep your dog out of the lake. >> reporter: more and more people are warned about it now and it's got a different feel. >> it's got like a ghost town feel. >> reporter: it's a lot quieter, just like at katie's home. >> she was always there for us. she was so much apart of the family. >> if people come intact with this toxic algae they usually have skin or eye irritation. if they happen to drink the water

maybe they have gastrointestinal problems but there have not been any reports of that. >> there have been two algae blooms in lake temescal. a car slams in to a motorcyclist in san francisco, knocking him off his bike. and he lands on his feet. the whole thing captured on his helmet cam. veronica de la cruz joining us in the news room with the breakdown of exactly what happened. >> the shocking thing is this motorcyclist walked away with only bumps and bruises. here's how it all played out. last wednesday the biker was at ellis and sero. with a green light he drove in to the intersection and a car running a red light slammed in to him. the man was thrown off his bike literally flipping in the air but he managed to land on two feet. he doesn't even fall to the ground. he stands there looking around after the aftermath and walks to the side where everybody comes

up to him to ask him if he's okay and you can see that his bike was completely smashed on the other side of the road. he posted the video and this photo to reddit and says his customized daytona bike was completely destroyed. the motorcyclist said his gear is what actually saved him. we plan to bring you his story later on tonight. veronica de la cruz. prosecutors say witnesses will help make their case against the stanford swimmer accused of rape. brock turner faced a judge for the first time today. he sat between his father and lawyer in the courtroom before entering a not guilty plea. he faces five felonies in the alleged race of an unconscious drunk woman. deputy district attorney says this case is unique because there were people who say they saw it happen. >> luckily for the victim in this case, there were two good

samaritans at the right place at the right time and more importantly, they did the right thing. >> turner dropped out of school and quit stanford's swim team. he'll fly back to the bay area for his court appearances. higher gas prices could be coming. that's because of a nationwide refinery strike. workers at the tesoro refinery in martinez are planning to walk off the job. phil matier is where negotiations have reportedly broken down. >> workers are shutting the refinery down piece by piece. they expect to have it closed by thursday. what effect is this going to have on bay area gas prices? >> refineries are claiming that they can continue to operate with all these workers on strike but i suspect after a while they'll start to run in to trouble. in california because we run on such a tight supply demand balance if even one

refinery runs in to problems we'll see a big spike in prices as we saw a few years ago. >> with any luck there will be something worked out. if not california's gasoline is unique. it's not like any other in the country. it's a clean blend of vxally friendly gases and we're not going to be able to substitute it if they go on strike. phil matier, kpix 5. no hope for saving a tire repair shop after two fires there this morning. the shop at san leandro street is completely charred. the first fire happened just after 2:00 a.m. three hours later firefighters had to go back when another fire ignited. this time it engulfed the building. no word on what started those fires. if you watched the super bowl yesterday you were in record company. 2 million more than last year, making super

bowl xlix the most watched television event in u.s. history. now the focus shifts to super bowl 50 in santa clara and tonight the bay area host city has a lot to think about before they pull it off. >> the organizers of next year's super bowl took careful notes. they're headed back to the bay to put on a show they say will be even more magnificent. >> reporter: as workers take down this year's super bowl party, the organizers are getting ready to take home lessons learned. >> one of the first things we'll do is we'll sit down with the nfl and key department leaders on my staff and do a total review on the operation itself. >> reporter: traffic was a mess for most of the week. so sorting out transportation is paramount. super bowl 50 organizers are working on a plan

that might involve dedicated bay area highway lanes for super bowl traffic. also scheduled for public transportation will likely be altered. on game day yesterday, committee members noticed the parking lot of the stadium wasn't opened until noon even though people were trying to get in earlier. next year they'll likely open it earlier parking near the stadium was $100 and more. >> we will have a customized transportation plan for super bowl. you have to have that. the super bowl is not just a football game. it's the single largest annual sporting event in the world. so you need to have a model and a plan that can accommodate that. >> reporter: there will also be major differences next year. a 12-city block party took over downtown phoenix. san francisco will anchor the fan setup next year but will be considerably smaller. organizers say the celebration will be more spread out from santa clara to the east bay. there were some tensions here between the anchor city and

now at 5:00, prosecutors filed murder charges against former hip hop mogul marion shug knight. prosecutors say knight intended to run down a friend and another man with his truck after an argument last week. one person died. knight's attorneys argue he accidentally ran the men over after trying to escape an attack. bail was revoked for the 49-year-old. authorities say he's a potential flight risk and could intimidate witnesses. praif -- the number of cases of the measles is still growing. 100 people in 14 states have the highly contagious disease. the cdc says most cases stem from the outbreak at disneyland last month. the number of cases reported in california so far is 92. 14 are here in the bay area. a childcare center in santa monica is closed tonight after a baby contracted the measles. the child was too young to be vaccinated. the l.a.

county health department is working to see how many other babies and staff members may have been exposed. no timetable for reopening the center. the white house and republicans are trading fire tonight over the president's $4 trillion budget. the budget proposal was actually wheeled in to capitol hill on pallets. republicans say this budget is the same old democratic playbook. $1.5 trillion in new taxes. more spending and more debt. >> it's totally acceptable for west virginians and all americans while the spending and debt runs rampant. >> a main sticking point is funding for the department of homeland security. republicans have tied that funding to stopping the president's actions on immigration. without a deal, border patrol agents and tsa screeners could work without pay. adults only no more. sex toys go mainstream on major retail store shelves.

notorious mass murderer charles manson is still single. a planned wedding never happened. charles manson is 80. he received a license to marry 27-year-old acton burton who goes by the name star. a wedding never took place and the license expires thursday. no word on why vows were never exchanged. one source says the two plan to get a new license. manson convicted in the mass murders of the home of sharon tate in 1969. nfl network fired warren sapp following his arrest for allegedly assaulting a pair of prostitutes after the super bowl. the 42-year-old hall of famer was taken in to custody at a hotel in phoenix overnight. police say warren sapp denied any assault. he was released without bail a short time ago. there were super bowl winners and losers when it came to the commercials but one ad was a complete buzz kill. >> i can't grow up because i died from an accident. >> that line was the shocker of the nationwide insurance

commercial. the ad shows a young boy expressing regret over not being able to enjoy life because he died in an accident. nationwide defended the spot saying they wanted to start a conversation about safety. that didn't stop people from criticizing the commercial on social media. dozens of memes are now making the rounds. this one saying i tried to stop the scuffle at the end of the game but i died. another one says, i won't watch katy perry because i died in a depressing nationwide commercial. this is a little better news. it's a boy. we're talking about the first baby born at the ucf medical center. the state-of-the-art hospital opened at 7:00 yesterday morning and the couple walked in minutes later. just after noon paolo was born. 7 pounds, one ounce. the dad says the baby was a bit early but he was glad because he got to watch the super bowl. today is groundhog day and one mayor in wisconsin got more than just a forecast this morning. >> he says that --

>> ouch. jimmy the groundhog was a little antsy waiting for the mayor to announce the forecast. get on with it already. so he took a bite at his ear. an early spring is on its way. it was a different forecast for the most famous groundhog, punxsutawney phil. the furry prognosticator did see his shadow in pennsylvania meaning there will be more six more weeks of winter. >> don't mess with the groundhog. >> don't hold a rodent that close to your ear. oakland, 68. beautiful colors of the sunset. san francisco, 65. santa rosa, 66. tomorrow morning fog gy for many of you away from the water. your low 40. san jose, you may see fog tomorrow morning. 47. oakland, 51. how long since the last rainfall? christmas eve. that was 40 days ago. 325 shopping days till christmas. here's the deal. it's going to be a huge change. watch the ridge. it was right over the bay area over the weekend. some of you are pushing 80 degrees. it's now to our south and as a result rain has entered far northern california. not here tomorrow or wednesday. the same ridge that is blocking the rainfall right now and has for the last six weeks on thursday will now move to the perfect spot right over arizona where it will not block the rain anymore. it will say steer the rainfall right toward the bay area. the rain will hit that wall in the atmosphere and ride right in to

the bay area so the same ridge that gave us no rain for six weeks will give us several inches of rainfall beginning on thursday. as for how much, it will depend on region by region. we'll talk about the north bay first, closest to the bullseye on the rain. 3 to 6 inches of rainfall over a four-day period. it's going to rain from thursday through sunday. south bay, inch or two. about an inch and a half to 3 inches of rainfall in san francisco. or put it differently, most of the rainfall we did not receive for that completely dry january we will get in four days and we will get by sunday. so the rain begins on thursday afternoon. two more dry days between now and then. friday will likely be the stormiest day where it will be wet and windy and rain likely will not leave till sunday. when the rain comes back, coming back with a fury. tomorrow partly sunny skies. another mild one. san jose 8 degrees bchb average 69. redwood city, 65. upper 60s in san ramon and

are little known consumer reports? >> how they can hurt your chances of renting a house or even landing a job. >> reporter: smith can't get money out of the atm. >> your card is not valid. >> reporter: his wife stephanie's debit card was rejected at the store. >> you're totally embarrassed. >> reporter: they say their credit union deactivated their card over what popped up on a little known consumer report known check systems. it details if you've ever overdrafted bounced a check have unpaid debts or suspected threat. johnny's cards were shut off because of an old account he'd forgotten about that he shared with his elderly mom at a different bank. the negative fees left him with a balance. >> all this for $52? >> reporter: check systems is one of dozens of little known so called secret consumer reports tracking habits, banking history, insurance claims,

rental records even how often you return things. >> i want to know what these people are saying about us. >> reporter: consumer actions says you can and should check all of these reports. >> they have wide ranging effects on our lives and it makes sense to check these reports once in a while to make sure all the information is accurate. >> reporter: he says the reports could be riddled with errors causing a rental application to be denied, keeping you from opening a bank account, even driving up insurance rates. and fixing mistakes isn't so easy. >> all too often it takes more than one shot for these bureaus to correct their false information. >> reporter: johnny immediately cleared up that $52 debt tied to his mom's account but learned it could stay on his check systems report for five years. dismissed debit cards are working again and they're relieved the black mark on at least one of their consumer reports is no longer a secret. >> should have been able to resolve it without having to go through it all. >> how can you check these reports? we've listed them all
